The panel voted 5-0, concluding that referee Jarred Gillett made an on-field error and that video assistant referee James Bell failed to intervene appropriately. The panel stated that "clear contact was made on the attacker’s standing leg" and that Maatsen did not make contact with the ball.

Furthermore, the panel indicated that Maatsen's challenge was reckless, warranting a second yellow card and subsequent dismissal from the match.
