Governor Fubara SA, through his special assistant Darlington Orji, disclosed that the Rivers State crisis stemmed from disagreements over a proposed supplementary budget. The State House of Assembly demanded the budget's presentation, leading to tensions as Governor Fubara refused, citing existing fiscal adequacy.
