IPCR Launches Nationwide Conflict Early Warning System

The Institute for Peace and Conflict Resolution (IPCR) unveiled a nationwide conflict early warning and early response system (NCEWER) on Tuesday, aimed at monitoring potential conflicts to prevent escalation into violence. Suleiman Kazaur, the Director General of IPCR, explained that the system is designed to track a wide range of potential conflict triggers across Nigeria, including farmer-herder clashes, communal, ethnic, and religious tensions, resource disputes, and climate-related pressures.

The initiative seeks to strengthen Nigeria's capacity for conflict detection and prevention through coordinated actions at national, state, and community levels. The system will gather real-time information to provide early warnings and integrate advanced ICT tools, including a mobile web application and a toll-free reporting line.

The NCEWER operates within a multi-layer framework involving national and state early warning response groups, community-based monitoring committees, and gender focal persons, including marginalized groups. Kazaur noted that the project significantly expands the system's reach, enhancing community-based structures in 45% of Plateau, Katsina, Kaduna, and Benue State, as well as the Federal Capital Territory.
