Nigeria's IGR Reaches N5.15 Trillion in 2025 Growth

In 2025, Nigeria’s subnational governments generated a total of N5.15 trillion in Internally Generated Revenue (IGR), marking a 40.93% increase from the N3.65 trillion recorded in 2024. The top 10 revenue-generating jurisdictions contributed N3.85 trillion, which is nearly 75% of the total IGR.

Lagos State remained the largest revenue-generating subnational economy, generating over N1.77 trillion, more than the combined IGR of 22 other states, which totaled N909.35 billion. The top three states, Lagos, Rivers, and Enugu, collectively generated about N2.60 trillion, representing roughly 50.6% of the national total.

Tax revenue was the primary source of IGR, with PAYE being the dominant source across most states. Akwa Ibom, despite dropping to the tenth position, increased its IGR to N100.80 billion, a 33.04% rise from 2024, driven by oil and gas activities and robust PAYE collections.

Kano generated N102.26 billion, a 36.76% increase, maintaining its status as Northern Nigeria’s largest revenue generator.
