Malta Introduces Merit-Based Citizenship for Foreigners

The Maltese government has outlined eight professional fields under which foreigners may qualify for citizenship by merit, as per the Granting of Citizenship by Naturalisation based on Merit Regulations, under Subsidiary Legislation 188.06 and Article 10(9) of the Maltese Citizenship Act (Chapter 188). The fields include science and research, entrepreneurship (including job creation), culture and the arts, philanthropy, and creative and performing arts.
Foreign nationals who provide exceptional service to Malta or humanity may be eligible, but approval is not automatic. Each application undergoes due diligence and vetting, with an Evaluation Board reviewing applications and making recommendations to the Minister, who makes the final decision.
Successful applicants and their dependants must take the Oath of Allegiance and receive a certificate of naturalisation. The Minister can revoke citizenship if obligations are not met, and each case is treated individually, with no guarantees of citizenship.
