NERC Unveils New Guidelines for Mini-Grid Operators in Nigeria

The Nigerian Electricity Regulatory Commission (NERC) has established new guidelines for mini-grid operators, set to take effect in 2026. These regulations aim to enhance electricity access, particularly in underserved communities, and ensure safety, fair tariffs, and investor protection within the sector.

The guidelines, identified as NERC R 001 2026, will apply to independent mini-grid operators and distribution companies (DisCos) with capacities of up to 5MW. Mini-grids with capacities below 100kW will require registration, while those above 100kW must obtain a permit from NERC, which will process applications within 30 business days.

Operators of mini-grids below 1MW will be required to submit annual reports, while those above 1MW must submit quarterly reports. NERC will conduct ongoing monitoring and publish industry data to improve transparency and accountability.

This regulatory framework is part of a broader effort to accelerate rural electrification and support private sector participation in expanding power supply across Nigeria.
