Dr. Muhammad Jameel Labaran Becomes New ICICE CEO

Dr. Muhammad Jameel Labaran has officially taken on the role of Director General/CEO of the Islamic Cultural and Educational Center (ICICE) at AL-NOOR Mosque in Abuja.

His appointment was made by the Board of Trustees on February 20, 2025, succeeding Dr. Kabir Kabo Usman.

The formal assumption of duty occurred on December 20, 2025, which corresponds to the 29th of Jumada al-Akhir, 1447 in the Islamic calendar. Dr.

Labaran, born on December 22, 1987, in Maiduguri, Borno State, attended Elkanemi College of Islamic Theology and completed his primary and secondary education at the University of Maiduguri. He holds a BSc in Chemistry from Nile University, an MSc in Industrial Chemistry from Robert Gordon University, an MSc in Procurement and Supply Chain Management from the University of Strathclyde, and a PhD in Design and Manufacturing Engineering Management.

He is also a certified Project Management Professional (PMP) and a member of the Chartered Institute of Procurement and Supply (MCIPS) in the UK. Dr.

Labaran has a distinguished record in Islamic education and has served in various leadership roles within ICICE.
