NNPC Fuel App Discount Sparks Access Concerns Among Nigerian Motorists

Federal government rolls out N66-per-litre petrol discount at NNPC stations in October, but app-only requirement leaves some buyers unable to access savings.
The federal government has introduced a temporary fuel discount programme at Nigerian National Petroleum Company Limited retail stations, with Finance Minister Taiwo Oyedele announcing a N66 reduction per litre effective throughout October. The initiative targets public transport operators as a priority group, though it extends to all motorists willing to meet a specific requirement: accessing the discount solely through the NNPC Fuel App, available on Google Play and Apple's App Store.
The discount mechanism requires users to download and register on the mobile application before making purchases at participating NNPC outlets. At some stations in Abuja, motorists purchasing directly at the pump without the app reported paying N1,405 per litre, while app users accessed the reduced rate.
The government has framed the initiative as temporary relief amid persistently elevated petrol prices across Nigeria. However, motorists in major cities including Abuja, Lagos, and Ogun State have raised objections to the app-only model.
Critics argue that restricting access to a mobile platform excludes low-income earners and commercial drivers who may lack smartphones, stable internet connections, or digital payment capabilities. Some buyers characterised the requirement as converting an intended relief measure into an additional obstacle for ordinary fuel purchasers.
The programme represents a shift toward digital transaction methods within Nigeria's energy sector. Participating NNPC stations are dispensing fuel at the discounted rate to registered app users, though the exact number of eligible stations and total programme reach remain unclear from available reports.
The 30-day window means the discount will expire after October unless the government announces an extension or modification to the initiative.
