NSCDC Panel Reports 33 Detainees Died from Neglect

An investigative panel, chaired by Jonathan Kure, reported that 33 detainees, including 14 minors, died in a cell of the Nigeria Security and Civil Defence Corps (NSCDC) in Niger State due to severe overcrowding and lack of water. The deaths occurred between 8 pm on September 16 and 7 am on September 17.
The panel found that approximately 50 male detainees were confined in a 12 square metre cell with poor ventilation and no running water. Survivors reported extreme heat and dehydration, leading them to drink urine and sweat.
The report indicated that a member of the NSCDC medical unit, Mariam Nelson, warned guards Usman Ndamaka and Hassan Mohammed about the dangers of overcrowding, but her advice was ignored. An armoury guard, Ahmed Wushishi, heard cries for help but was told by night guard Mohammed not to open the cell without armed backup.
The panel attributed the deaths to acute hypoxic respiratory failure, also known as environmental asphyxia.
