NTCA Urges Review of Tobacco Control Amendment Bill

The Nigeria Tobacco Control Alliance (NTCA) has called on the National Assembly to recall the consolidated National Tobacco Control Act (Amendment) Bill, 2025, for a fresh review. The NTCA, through its Communications Officer Emmanuel Onwuka, expressed concerns that certain provisions in the bill could undermine existing tobacco-control safeguards.

The Alliance specifically criticized the inclusion of electronic nicotine delivery systems, heated tobacco products, and tobacco-free oral nicotine pouches under the non-combustible products framework. It raised alarms over provisions allowing vaping for product sampling at points of sale, which could promote nicotine products among young people.

Additionally, the NTCA objected to proposed advertising and sponsorship provisions that may expose children to tobacco marketing. The group also highlighted weaknesses in age verification for online sales of non-combustible products, which could increase minors' access.

The NTCA urged the National Assembly to suspend further actions on the bill and consult public health institutions and civil society organizations before proceeding.
