Only 59% of Nigerian banks ready for CBN's January 2027 data storage rule

A survey shows fewer than three-fifths of financial institutions have prepared for the Central Bank's mandate to store payment data locally by next year.

As Nigeria approaches January 1, 2027, its financial sector confronts a substantial implementation shortfall. A readiness assessment by the National Information Technology Development Agency revealed that merely 59 percent of surveyed banks, fintechs and other financial institutions had finished or were progressing toward meeting Central Bank of Nigeria data localisation mandates.

During an Executive Regulatory Dialogue staged in Lagos, NITDA alongside the CBN disclosed these findings to industry participants. In June, the CBN mandated that all transaction and payment data originating in Nigeria undergo local processing and storage rather than remaining on remote servers.

Annual savings of roughly $50 million stand to be realised, as financial institutions would redirect funds currently allocated to international cloud hosting. Advocates contend that keeping data domestically strengthens national security and constructs a more robust local digital ecosystem.

At the CIO and C-Suite Conference convened in Lagos, industry participants reinforced these contentions. They underscored how data localisation safeguards national interests while permitting technological advancement.

Yet the 41 percent of institutions lagging behind the deadline signals that formidable hurdles persist. Among them: technical standards remain nebulous, and institutions struggle with differing interpretations of what compliance demands.

Separately, NITDA's director general disclosed that 326 government ministries, departments and agencies disbursed over 3.8 trillion naira on technology from June 2023 through the analysed period. Consolidating portions of such expenditure using local cloud infrastructure could boost efficiency throughout the public sector, officials suggested.

Thus, the data localisation initiative transcends financial services, aiming to fundamentally transform how Nigeria's government sector handles digital systems.
