US Sets Five Requirements for Skilled Workers' Green Cards

In 2026, the US government outlined five conditions that skilled workers must meet to qualify for an employment-based immigrant visa, known as a Green Card, under the EB-3 visa category. The US Citizenship and Immigration Services and the Department of State specified that applicants must have a labour certification requiring at least two years of experience or training.

They must demonstrate that they meet all job requirements listed in the labour certification, providing acceptable evidence such as academic records and references from employers. Relevant post-secondary education can count towards the two-year experience requirement.

A labour certification or Schedule A designation is mandatory before proceeding with the application. Additionally, applicants must secure a permanent, full-time job offer from a US employer, as temporary or part-time positions do not qualify.

The process begins with the employer filing a labour certification with the US Department of Labour to confirm that no qualified American worker is available for the position.
