World Bank Estimates Ukraine Recovery Cost at $588 Billion

The World Bank Group has disclosed that the total cost for the reconstruction and recovery of Ukraine is estimated to be $588 billion over the next ten years, which is nearly three times the country's projected nominal GDP for 2025. This estimate was released as part of the joint rapid damage and needs assessment (RDNA5) on December 31, 2025.

The assessment indicates that direct damages from the conflict have reached approximately $195 billion, with significant impacts on housing, transport, and energy sectors. Ukrainian Prime Minister Yulia Svyrydenko emphasized the resilience of the Ukrainian people and the importance of international support in addressing urgent repairs and recovery efforts.

The World Bank's Managing Director of Operations, Anna Bjerde, noted that the private sector will play a critical role in the recovery, which will depend on sustained reforms and improved business environments. The report also highlights the need for a comprehensive restoration program to facilitate access to EU processes over the next two years.
