Nigeria's Joint Revenue Board Reports 21 States Adopt Tax Law

On October 28, 2026, the Executive Secretary of the Joint Revenue Board, Olusegun Adesokan, announced that 21 states in Nigeria have enacted the Model Harmonised Taxes and Levies Law. This initiative aims to eliminate multiple taxation, reduce illegal revenue collection, and streamline tax administration across the country.
The law consolidates over 100 existing taxes and levies into nine categories, including income tax, stamp duties, property tax, and others. Adesokan noted that as of the previous day, 20 states had passed the law, but by the evening, the count reached 21.
The states that have adopted the legislation include Kebbi, Kaduna, Zamfara, Ekiti, Enugu, Abia, Anambra, Gombe, Adamawa, Yobe, Borno, Niger, Plateau, Benue, Kogi, Kwara, Nasarawa, Akwa Ibom, Bayelsa, Delta, and Ondo. Despite these reforms, Adesokan acknowledged that issues of multiple taxation and harassment of traders persist.
The board is collaborating with police and state revenue authorities to combat unauthorized tax collectors.
