Canada Sets Conditions for Home Care Workers' Residency

The Canadian government has outlined seven conditions that home care workers must meet to qualify for permanent residence through the Home Care Worker Immigration pilots (HCWIP), aimed at bringing caregivers into Canada outside of Quebec. The pilots consist of two streams: one for workers already in Canada and another for applicants abroad, both of which are currently closed due to a backlog of applications.

The overseas stream is expected to reopen at an unspecified future date. To be eligible, applicants must plan to live and work in Canada outside Quebec, meet specific stream requirements, achieve a minimum Canadian Language Benchmark (CLB) Level 4 in English or French, hold a Canadian high school diploma or equivalent, possess relevant work experience or training, have a valid job offer as a home child care provider or home support worker, and be admissible to Canada.

The required work experience varies by pilot, with a minimum of six months of continuous, full-time relevant work experience needed within the past three years or a relevant training credential obtained within the past two years.
