National Assembly Sends 2026 Constitution Bill to States

The National Assembly has transmitted the 2026 Constitution alteration bill to the 36 state Houses of Assembly for their consideration, asking for resolutions within 30 days. This transmission was executed by Kamoru Ogunlana, the Clerk to the National Assembly, following a directive from the National Assembly leadership.

The process is governed by Section 9 of the 1999 Constitution, which mandates that a constitutional alteration bill must receive approval from at least two-thirds of the state legislatures. The transmission comes after both chambers of the National Assembly passed the proposed alterations.

For the amendment to proceed, at least 24 of the 36 state Houses of Assembly must approve the bill. Although a 30-day period has been suggested for responses, Ogunlana clarified that this timeframe is administrative and not constitutionally mandated.

The state legislatures are expected to follow their legislative procedures in considering the proposals and communicate their resolutions back to the National Assembly.
