FCT Minister Supports Saudi Hajj Reforms Transition

Dr. Mariya Mahmoud, the Minister of State for the Federal Capital Territory (FCT), has endorsed the proposed reforms by the Saudi Arabian Ministry of Hajj and Umrah, which include transitioning Nigeria’s national pilgrims’ quota to a Business-to-Business (B2B) model. During a policy communication engagement, she described the reforms as essential for improving Hajj operations and emphasized the importance of a smooth transition.

Mahmoud praised the National Hajj Commission of Nigeria (NAHCON) for its successful management of the last Hajj, which she deemed unprecedented. Prof. Muhammad Unaru Ndagi, the Zonal Commissioner for NAHCON, indicated that 98% of Nigeria’s Hajj quota would migrate to the B2B model starting from the 2027 Hajj, as part of Saudi Arabia’s Vision 2030 reforms.

However, he noted that an immediate transition was operationally unfeasible, leading to a concession for a phased 30% migration. This approach aims to enhance regulatory oversight and ensure a smooth transition without compromising pilgrims' welfare.
