FG Defends Executive Order 9 on Revenue Remittance

The Federal Government of Nigeria has defended Executive Order 9 (EO9), which is designed to enforce revenue remittance in accordance with constitutional mandates. Tanimu Yakubu, Secretary of the Implementation Committee for EO9, issued a statement on February 23, 2026, clarifying that the order does not grant the President legislative powers and is consistent with Section 80(1) of the Nigerian Constitution.

This section requires that all revenue collected by the federal government be paid into a single account known as the Consolidated Revenue Fund. President Bola Tinubu signed EO9 to suspend the collection and management of the frontier exploration fee by the Nigerian National Petroleum Company Limited (NNPCL) and to ensure full remittance of oil and gas revenue to the federal account.

The order aims to reduce leakages and improve fiscal transparency amid declining inflows. Critics have raised concerns, but the government maintains that EO9 operates within constitutional provisions, emphasizing the need for enhanced revenue management and fiscal integrity.
