Criminal groups are adapting sophisticated communication methods, exploiting poor network coverage. The government enforced NIN-SIM linkage in 2020 to curb fraud and anonymous communication.

However, concerns persist over unregistered SIM cards used in kidnappings. Tijani emphasized the need for advanced technology investment to combat evolving criminal tactics in remote areas.
