Canada Implements Major Immigration Changes in November

In November 2026, Canada will implement seven significant changes to its immigration laws, impacting skilled workers, employers, and immigration applicants. Immigration, Refugees and Citizenship Canada is suspending all Express Entry invitation rounds starting November 3, 2026, to recalibrate the Comprehensive Ranking System (CRS) score for candidates.
This recalculation, which may take up to two weeks, follows the introduction of a new Labour Market Integration factor, awarding up to 150 points for single candidates based on Canadian work experience or a qualifying job offer. Additionally, Labour Market Impact Assessments will no longer be required for job offers used to claim CRS points from November 3.
Administrative penalties for unauthorized or fraudulent immigration representation began on October 28, with fines of $5,000 for each violation and $15,000 for deliberate misrepresentation. A public registry of penalized representatives is expected to launch in 2027.
The new immigration levels plan for 2027 to 2029 will also be revealed during the fall 2026 parliamentary session.
