Georgia to Restrict Foreign Workers in Tourism Jobs by 2026

The Georgian government, led by Prime Minister Irakli Kobakhidze, announced a significant policy change that will restrict foreign nationals without permanent residency from working in transport and tourism-related jobs. This new regulation, set to take effect on March 1, 2026, aims to tighten labor market oversight and reshape the country's rapidly growing service and tourism sectors.

Under the new framework, foreign nationals will be required to obtain a formal work permit to engage in employment or self-employment. However, there will be a narrow exception for tourism services, allowing an annual quota of 200 work permits for mountain alpine ski guides, which will be reserved exclusively for Georgian citizens and permanent residents.

This policy shift is a response to concerns regarding foreign nationals working on tourist visas without proper regulation, reflecting a broader legislative amendment to employment regulations for foreigners. The government expects businesses, particularly in Tbilisi, to adjust their staffing models ahead of the 2026 peak season.
