Hungary Halts New Guest Worker Permits for Foreign Nationals

Hungary has suspended new guest worker residence permit applications for all foreign nationals following Government Decree no. 92/2026, which took effect on June 5, 2026. As of June 6, 2026, no third countries are eligible for new applications.
However, those who paid the required administrative fee before June 5, 2026, will have their pending applications processed under the previous rules. Existing permit holders retain the ability to apply for extensions or reissues of their permits under the former legal framework.
The decree specifically targets the guest worker permit category and does not alter regulations for other types of residence permits. Additionally, a separate government decision, no. 1153/2026, issued on May 18, 2026, is anticipated to further modify employment rules for third-country nationals in Hungary, although details of this decision are not yet fully outlined.
The National Directorate-General for Aliens Policing announced these changes.
