PenCom's Personal Pension Plan Struggles with Funding Issues
The Personal Pension Plan (PPP), introduced by the National Pension Commission (PenCom), is encountering a major funding challenge, as approximately 91% of registered accounts have not received any contributions. This raises concerns regarding PenCom's goal of achieving 30% funding of accounts by the fourth quarter of 2026.
The PPP aims to enhance financial inclusion for Nigeria's informal sector workers, which includes over 80 million economically active individuals such as artisans, traders, and small business owners. Launched under the Guidelines on the Personal Pension Plan in September 2025, the PPP is designed to be more flexible and accessible for self-employed Nigerians and those outside the structured employment system.
Despite these efforts, PenCom reported that the target for funding is unlikely to be met due to a persistent gap between account registration and actual savings, compounded by weak contribution habits among enrollees. As of the latest report, only 18,811 out of 219,316 PPP accounts have received contributions.
