El-Rufai and Associates Charged Over N8.68bn CCTV Fraud

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned former Kaduna State Governor Mallam Nasir Ahmad El-Rufai, former Senior Special Adviser Mr. Jimi Lawal, and five others on 11 counts of amended criminal charges related to corruption and money laundering.

The charges, filed at the Federal High Court in Kaduna, allege that El-Rufai unlawfully approved a contract for the procurement, survey, planning, and installation of a CCTV surveillance system in Kaduna metropolis, amounting to N8,682,574,054.94. The ICPC claims that Singular Network Security Limited, the awarded company, lacked the requisite experience and qualifications, violating public procurement laws.

The charges also include allegations of possessing funds suspected to be proceeds of unlawful activities, involving billions of naira. Both El-Rufai and Lawal pleaded not guilty to the charges, and the matter has been adjourned until July 1, 2026, pending a ruling on their bail application.
