Nigerian Senate December 19 2025: Budget Bill, Oil Nominees, Tinubu Address

The Nigerian Senate sat on Friday, December 19, 2025, with three substantive items on its agenda.

First, senators were scheduled to receive and consider a committee report on the 2024 Appropriations Act (Repeal & Re-enactment) Bill, 2025 (SB. 985). This bill essentially seeks to repeal and re-pass the 2024 national budget law, a process that can be used to correct errors or update spending provisions in an existing appropriation act. The report was sponsored by Senator Adeola Solomon Olamilekan of Ogun West.

Second, the Senate's joint committees on Petroleum Upstream, Downstream and Gas were set to present their report on the confirmation of two nominees for top positions in Nigeria's petroleum regulatory agencies. Engr. Saidu Mohammed was nominated as Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), while Oritsemeyiwa Amanorisewo Eyesan was nominated as Chief Executive of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC). Both agencies regulate critical parts of Nigeria's oil and gas industry.

Third, Senate Leader Michael Opeyemi Bamidele moved a motion for the Senate to proceed to the House of Representatives for a joint session, where President Bola Tinubu was expected to formally present the 2026 Appropriation Bill to the National Assembly.
