Malta Introduces Two Residency Options for Foreigners

Malta has outlined two distinct residency pathways for foreigners wishing to relocate to the country, with significant differences in eligibility and taxation. The first option, Ordinary Residence, is available to individuals relocating from within the European Union.
Under this scheme, residents are taxed on a sliding scale from 0 to 35 percent of their income, with adjustments based on earnings and marital status through a tax-credit system. The second option, Permanent Residence, is open to all nationalities, including non-EU citizens, while EU nationals may also apply.
The Maltese government advises consulting a lawyer to determine the most suitable scheme. A key administrative difference is that Ordinary Residence permits must be renewed every five years, whereas Permanent Residence permits require annual renewal.
Applications must be submitted in Valletta, and while another person can submit the application, the applicant must collect the document in person. Original passports or identity cards must be presented when collecting the registration certificate or residence card.
