LCCI Reports Ongoing Taxation Issues for Nigerian Businesses

The Lagos Chamber of Commerce and Industry (LCCI) stated that multiple taxation remains a significant challenge for Nigerian businesses, nine months after new tax laws consolidated over 100 sub-national taxes into nine revenue heads, abolished revenue roadblocks, and banned cash collection. LCCI president, Engr. Leye Kupoluyi, highlighted that illegal levies and overlapping charges persist despite penalties of up to N5 million or three years’ imprisonment for illegal tax collection.
According to the Central Bank of Nigeria’s September 2026 Business Expectations Survey, high or multiple taxation is the leading constraint on business activity, surpassing insecurity and high interest rates. Manufacturers in Apapa reported that trucks are frequently stopped by various agencies and non-state actors, leading to an estimated N100 billion loss due to congestion on the port corridor.
The LCCI called for the Joint Revenue Board and state governments to publish a consolidated schedule of lawful levies, prosecute illegal collectors, and establish a tax ombudsman. They also urged for a single consolidated bill for port-related charges and a no-tout zone in Lagos to facilitate goods movement.
