The focus centered on advancing domestic processing operations before exporting resources, enabling states to restructure extractive sectors and maximize economic returns. A critical challenge facing the continent involves the export cycle whereby African countries dispatch raw minerals internationally, then reimport finished goods manufactured from those identical materials.

Breaking this pattern requires African states to implement coordinated cross-border strategies, establish command over resource data, deploy strategic financing mechanisms, and standardize reporting protocols. Minister Alake advocated for constructing transformation and handling infrastructure linking key economic centers.

Possibilities mentioned encompassed development corridors—particularly one connecting Lagos with Dakar—alongside broader West African processing installations designed after the Lobito Corridor model in Central and Southern Africa. Data stewardship emerged as a fundamental component of this framework.

By maintaining authority over the collection, management, and sharing of mineral information, African nations strengthen investor confidence while preserving control over resource decisions. The Pan African Resource Reporting Code was identified as instrumental for harmonizing procedures across the region.
