NLC, TUC Leaders Clash Over Worker Pay Negotiations Authority

Joe Ajaero and Festus Osifo dispute who can negotiate salaries with government, with each labour centre asserting its right to lead talks.

The leadership of Nigeria's two main labour unions is locked in a public dispute over which organization has the authority to negotiate worker allowances and salaries with the Federal Government. Joe Ajaero, head of the Nigeria Labour Congress, and Festus Osifo, president of the Trade Union Congress, have traded criticisms on national television this week, each defending their union's negotiating power.

Osifo challenged Ajaero's handling of recent salary discussions, stating that the TUC must participate in any talks affecting workers' pay and benefits. He specifically objected to a N70,000 allowance agreement that President Bola Tinubu approved, claiming the NLC acted without proper consultation with the TUC.

According to Osifo, such unilateral action by the NLC violates the principle that both labour centres should be involved in major negotiations. Ajaero countered that the NLC retains independent negotiating authority on labour matters.

He referenced International Labour Organisation principles, arguing that workers have the right to select which union represents their interests. He added that while the TUC can conduct parallel negotiations, it cannot claim sole authority over labour discussions with government agencies.

The friction between the two leaders extends beyond disagreements over negotiating procedure. Ajaero has also characterized Osifo as an absent leader, a charge that underscores deeper tensions within Nigeria's labour movement.

Both men appeared on Channels Television's The Morning Brief programme on Monday to publicly present their positions, indicating the dispute has moved beyond closed-door discussions into the open arena.
