Poor Coordination Undermines Nigeria's Labor Migration Governance

A report has identified that poor inter-agency coordination significantly undermines labor migration governance in Nigeria, leading to the exploitation of migrant workers. The report highlights that weak collaboration among key agencies is a major factor hindering effective enforcement of labor migration regulations.

Despite existing policy frameworks, significant implementation gaps persist, particularly at critical control points in the migration cycle. The report notes that the enforcement of standard operating procedures for private employment agencies remains weak, allowing unlicensed recruiters to operate with minimal consequences.

The Federal Minister of Labour and Employment's involvement is crucial, as the report indicates that the recruitment of migrant workers by unlicensed intermediaries falls outside formal regulatory safeguards, increasing their exposure to exploitation and trafficking risks. The Nigeria Employers' Consultative Association (NECA) is acknowledged for its role in supporting compliance initiatives and promoting fair recruitment practices, although it faces limitations in enforcing compliance beyond voluntary initiatives within member companies.
