Port Harcourt Refinery Continues Diesel Supply Despite Shutdown, Transparency Concerns Arise

The Port Harcourt Refinery in Nigeria is still supplying diesel despite being officially shut down, as per data from the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). The refinery has been shut down since November 2025, with the Nigerian National Petroleum Corporation (NNPC) limiting operations.

Concerns have been raised about the transparency of the refinery's status, as it has not resumed production since the shutdown was announced. The facility was expected to produce diesel, low pour fuel oil, petrol, kerosene, and more, but the maintenance shutdown has extended far beyond the initial timeline.
