Reps Debate Bill for National Rural Infrastructure Commission

On Wednesday, the House of Representatives commenced consideration of a bill to establish the National Commission for Rural Infrastructure and Development, sponsored by Saidu Abdullahi (APC, Niger). Abdullahi emphasized that Nigeria's sustainable economic growth is hindered by the lack of basic infrastructure in rural areas, where a significant portion of the population resides and agricultural production occurs.

The bill, numbered HB 2795 and first read on July 9, 2026, proposes the creation of a National Rural Development Fund to finance infrastructure projects in rural communities. Abdullahi stated that the commission would not replace existing Ministries, Departments, and Agencies but would complement their efforts by providing a coordinated framework for financing and monitoring rural development.

He compared the proposed commission to agencies like the Tertiary Education Trust Fund, focusing on oversight rather than direct project implementation. State governments would be responsible for preparing Rural Development Action Plans and implementing projects with counterpart funding.
