Museveni Signs Bill to Curb Foreign Influence in Uganda

On May 5, 2023, Uganda's President Yoweri Museveni signed amendments to a controversial bill designed to limit foreign influence in the country. The law criminalizes the promotion of policies on behalf of foreign interests without government approval, imposing penalties that include up to seven years in prison and significant fines for violations.

The amendments require Ugandans receiving money from abroad to register as foreign agents and disclose their income. Critics, including human rights groups, have accused the government of exaggerating the bill's impact, claiming it could hinder financial institutions and development efforts.

Michael Atingi-Ego, the Central Bank Governor, warned that the law might reduce financial flows to Uganda and risk depleting foreign exchange reserves. The World Bank has also criticized earlier proposals related to the bill, which could expose individuals to criminal liability.

The bill's passage has raised concerns about its implications for domestic political rivals and foreign funding.
