INEC Memo Reveals Flaws in ADC Leadership Under Mark

A memo dated August 6, 2025, has exposed fundamental flaws in the leadership of the African Democratic Congress (ADC), which is led by former Senate President David Mark. The document, related to the party's compliance with the Independent National Electoral Commission (INEC), highlights issues concerning the establishment of a caretaker committee. It states that the ADC did not provide the required 21-day notice to the commission regarding the caretaker committee's formation nor did it submit the necessary records of the meeting. Joan Arab, the Deputy Director of the Electoral Party Monitoring Committee (EPMC), noted that this failure violates Section 82(5) of the Electoral Act, rendering the memo invalid. Furthermore, the memo indicates that the ADC chairman did not forward the specimen signatures of the caretaker committee's chairman and secretary. Arab recommended that the ADC should forward the relevant documents as per the party's 2022 constitution. The memo also discusses the powers of the caretaker committee pending the next National Executive Committee (NEC) meeting.
