FG Tightens Payroll Rules for MDAs Ahead of 2027 Budget

The federal government of Nigeria has implemented stricter payroll regulations for ministries, departments, and agencies (MDAs), mandating the submission of 2027 personnel budget proposals by September 18, 2026. This directive is outlined in the 2027 Federal Government Personnel Costs Budget Call Circular, signed by Tanimu Yakubu, Director-General of the Budget Office of the Federation, on September 4, 2026.

The government aims to present the 2027 budget proposal to the National Assembly in September to improve budget predictability and tackle delays in budget execution. MDAs must submit both hard and soft copies of their proposals, including evidence of their legal establishment, as proposals lacking this documentation may be rejected.

This requirement follows concerns regarding the Presidential Foreign Intervention Promotion Council, which received a significant budget allocation despite questions about its legitimacy. The ICPC has identified additional agencies lacking proper legal backing.

The new rules also enforce tighter controls on personnel spending and prohibit budgeting for anticipated promotions not yet approved.
