Nigeria-bound Flight Airfares to Rise with New $11.5 Levy Imposed by NCAA

The Nigerian Civil Aviation Authority (NCAA) has introduced an additional $11.5 levy per ticket for passengers flying to Nigeria, effective December 1, 2025. This levy, known as the Advance Passenger Information System (API) levy, is separate from the existing $20 security charge introduced in 2010.

The levy will fund the implementation of a single window system for airport agencies to enhance data sharing, border control, and security. The API system, developed in collaboration with the Nigeria Immigration Service, will collect and process passenger data for improved security and operational efficiency.

The levy exempts infants, diplomats, airline crew, and duty passengers. Invoicing will begin on tickets issued after December 1, 2025.
