Congo Delegation Studies Nigeria's Oil Local Content Model

The Republic of Congo has sent a delegation led by its Minister of Hydrocarbons to Nigeria to learn about the country's local content model in the oil and gas industry. The visit aims to explore Nigeria's local content framework, regulatory systems, capacity development programs, and the involvement of local businesses.

Halilu, a representative during the visit, noted that Nigeria's experience has made it a reference point for other African oil-producing nations. He explained that Nigeria's journey began with the discovery of crude oil in the 1960s, transitioning from reliance on oil for government revenue to linking oil production with industrial development in the early 2000s.

This led to the establishment of the Nigerian Oil and Gas Industry Content Development Act in 2010. The Congolese delegation expressed interest in Nigeria's local content program structure, particularly how the NCDMB builds capacity before enforcing compliance.

They also visited the NCDMB Capacity Development Park in Bayelsa State and engaged with oil service companies in Port Harcourt.
