European Parliament Approves New Worker Posting System

The European Parliament approved legislation establishing a common electronic declaration system for employees temporarily posted to work in another EU member state. This initiative aims to apply the "once-only" principle to A1 social-security certificates and the new eDeclaration system, allowing companies to submit information more efficiently and reduce paperwork duplication.
An A1 certificate confirms that an employee working temporarily in another EU country remains under their home country's social-security system. In 2024, over 5.6 million such certificates were issued across Europe.
Johan Danielsson, co-rapporteur, stated that the initiative could reduce bureaucracy while protecting workers' rights. Fellow co-rapporteur Andreas Schwab described the legislation as a significant step towards simplifying procedures for posted workers.
The European Trade Union Confederation welcomed the legislation for strengthening worker protections. However, Germany's VDMA engineering association cautioned that the benefits depend on widespread participation by EU member states.
The electronic declaration platform is anticipated to be operational in late 2027.
