Executive Order 9 Transforms Nigeria's Petroleum Revenue

Executive Order 9 was signed by President Bola Tinubu on February 18, 2026, marking a significant shift in Nigeria's petroleum revenue management. The order mandates the direct remittance of oil and gas revenues, including royalties, taxes, and penalties, to the federal account.

It aims to provide regulatory clarity and enhance fiscal oversight in the oil and gas sector. The order represents a structural intervention in Nigeria's petroleum revenue architecture and suspends certain statutory deductions.

It reinforces federal control over revenue collection and mandates collaboration between the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) to manage regulatory overlaps. Executive Order 9 does not repeal or amend any portions of the Petroleum Industry Act 2021 but rather reinforces the constitutional obligations regarding revenue custody.

This initiative is expected to resolve long-standing regulatory ambiguities and improve institutional accountability in the management of petroleum operations.
