Binyerem Ukaira, the Permanent Secretary of the Career Management Office, civil servants who fail a compulsory promotional exam three times in a row will be required to leave their positions. Workers must take the exam within a specified timeframe, and those who do not sit for the exam within three years will also be asked to exit the service. The promotional exam, known as Compro, will be conducted in a computer-based format and is applicable to newly recruited workers at salary grade levels 01 to 06.
The exam will cover areas such as English language, public service rules, financial regulations, and computer literacy. Compliance with this directive is expected to be enforced by heads of ministries, departments, and agencies by 2026.
