Canada Allows Foreign Academic Examiners Without Permit

On July 31, Canada introduced new federal immigration instructions that allow foreign nationals to work as academic examiners without a work permit for the first time. The guidelines specify that eligible foreign examiners must be senior academics or experienced professionals with an established reputation in their field.

They are required to present an official invitation letter from the organization inviting them to serve as examiners. The exemption applies to three categories of academic work: thesis examination, research proposal assessment, and evaluation of university programs or projects.

The work must last less than six months, and individuals cannot receive payment from Canadian sources. Immigration officers may impose additional conditions or restrictions, and foreign examiners must carry supporting documents to demonstrate eligibility.

They must also meet Canada’s general requirements for temporary visitors, which may include obtaining a temporary resident visa (TRV) or an electronic travel authorization (eTA).
