Vice President Jared Kushner led the American delegation, while Iran was represented by a 70-member team headed by Mohammad Bagher Ghalibaf, the Speaker of Parliament. The discussions included significant demands from Iran, such as the unfreezing of Iranian assets and an end to Israel's military actions against Hezbollah in Lebanon.

However, negotiations stalled due to what Iranian officials described as unreasonable demands from the U.S. side. The talks were the highest-level meeting between the two nations since the 1979 Islamic Revolution.

Despite the lack of agreement, the U.S. signaled it would give Iran time to consider its final best offer. The backdrop of these discussions included rising tensions in the Strait of Hormuz, a crucial maritime route for global oil transit, where U.S. military presence has increased amid fears of conflict escalation.
