Lagos Leads Nigeria in Ease of Doing Business 2025

The Presidential Enabling Business Environment Council (PEBEC) released the Subnational Ease of Doing Business Report for 2025, identifying Lagos as the top-performing state in Nigeria, followed by Kaduna in second place and Oyo in third. The report, unveiled in Abuja on a Friday, assessed 36 states and the Federal Capital Territory (FCT) based on a framework comprising 16 indicators reflecting key dimensions of business functionality.

Notable improvements in Lagos include reliable electricity, good transport infrastructure, and efficient land administration systems. Princess Zahrah Mustapha Audu, the Director General of PEBEC, noted a 40% reduction in business registration timelines and a 30% improvement in land administration efficiency.

The report emphasizes that sustained reforms lead to greater efficiency, reduced transaction costs, and stronger investor confidence. The top ten performing states also include FCT, Ogun, Enugu, Plateau, Ekiti, Kano, and Nasarawa, demonstrating the positive impact of ongoing reforms.
