Lagos Named Top State for Ease of Doing Business 2025

The Presidential Enabling Business Environment Council (PEBEC) has released the Subnational Ease of Doing Business Report for 2025, naming Lagos as the top-performing state in Nigeria. This report was unveiled in Abuja on Friday and assessed 36 states and the Federal Capital Territory (FCT) based on a framework comprising 16 indicators.

Following Lagos, Kaduna secured the second position, with Oyo, FCT, Ogun, Enugu, Plateau, Ekiti, Kano, and Nasarawa rounding out the top ten. The report noted that Lagos offers a competitive business environment with reliable electricity, good transport infrastructure, and efficient land administration systems.

Princess Zahrah Mustapha Audu, the Director General of PEBEC, highlighted a 40% reduction in business registration timelines and a 30% improvement in land administration efficiency as key reforms. The report emphasizes that sustained reforms lead to greater efficiency, reduced transaction costs, and stronger investor confidence in Nigeria.
