Nigeria's House of Representatives met on Tuesday, 2 December 2025 with a packed agenda covering new educational institutions, healthcare facilities, national security reform, and two separate bills to alter the 1999 Constitution. The sitting also included nine bills at first reading, four committee reports, and ten bills set for a final third reading vote.

At first reading — the earliest stage where bills are formally introduced — lawmakers brought forward proposals including a National Institute for Infectious Diseases in Zaria, a Federal College of Nursing in Chibok (Borno State), amendments to the Central Bank of Nigeria Act, and two separate bills seeking to alter the 1999 Constitution.
Ten bills reached third reading, meaning they were up for a final House vote. These included bills to establish a Federal College of Nursing and Midwifery in Zaria, a Federal Medical Centre in Kumo (Gombe State), a Petroleum Training Institute in Ibeno (Akwa Ibom State), and a Federal University of Technology in Yaba (Lagos State). A Child Online Protection Bill also reached this final stage.
At second reading, lawmakers were set to debate bills on an Armed Forces Medical College, a Chartered Institute of Human Resources Management, and a proposal to create Ikwuano Local Government in Abia State.
Four committee reports were also scheduled, covering national security reform, an African Aviation and Aerospace University, a National Safety Regulatory Board, and a new Legislative Security Directorate for the National Assembly.
A motion was also listed to revisit two clauses of the National Identity Management Commission Bill over Federal Character compliance concerns.
