Nigerian House of Reps Order Paper: Key Bills May 5 2026
The House of Representatives sat on Tuesday, 5 May 2026 with a packed agenda covering new bills, third-reading legislation, committee reports, and unresolved petitions from ordinary Nigerians and businesses. Lawmakers were set to consider matters ranging from agricultural mechanisation and deep-sea diving education to a constitutional amendment that could redraw local government boundaries in Imo State.

Two bills reached Third Reading — the stage just before final passage — including one to establish a Federal Institute for Diving Technology in Ibeju-Lekki, Lagos, and another to amend the Nigerian Safety Investigation Bureau Act.
Five bills were listed for Second Reading, including proposals to create a Federal College of Entrepreneurship in Gombi, Adamawa State; a Federal College of Horticulture in Iyara, Kogi State; a Federal College of Agriculture in Anambra State; a National Institute of Interventional Radiology in Maiduguri, Borno State; and notably, a constitutional amendment bill that would create additional local government areas in Imo State.
Two new bills received First Reading: an amendment to the Nigerian Export Promotion Council Act and a Trustee Investment Act repeal-and-reenactment bill.
A motion was tabled to rescind and recommit two previously passed bills — on the Chartered Institute of Training and Development and the Federal Road Safety Commission — after technical reviews flagged legal problems in their clauses.
Seven committee reports on public petitions were also scheduled for presentation, including a petition from 530 disengaged Nigeria Ports Authority staff seeking unpaid pension arrears and benefits. The Bank of Agriculture's Managing Director was also invited to address lawmakers on agricultural mechanisation and the AgriHub Framework.
