Nigerian House of Reps Order Paper 15 October 2026

On 15 October 2026, the Nigerian House of Representatives had a packed agenda covering ten new bills at first reading, three committee reports, and nine bills at advanced reading stages. The sitting also included motions on electricity access for host communities and extending the life of a committee probing debts owed to the federal government. These items touch on security, education, energy, and public finance, matters that affect millions of Nigerians.

The House of Representatives sat on Thursday, 15 October 2026, with a wide range of legislative business on the table.

At first reading, ten bills were introduced, including one to establish a Federal University of Information Technology in Ikare-Akoko, Ondo State, another to create an Insurance Regulatory Commission, and a bill to domesticate the Rome Statute of the International Criminal Court. A bill on the Geneva Conventions and Additional Protocols was also introduced, alongside one on community corrections, probation and parole.

At second reading, lawmakers were set to debate a bill that would strip the Nigerian Electricity Regulatory Commission and the Rural Electrification Agency of powers over renewable energy and hand those powers to a new National Authority for Renewable Energy. Another second-reading bill sought to empower NDLEA to run drug rehabilitation centres nationwide.

Six bills were listed for third reading, covering topics such as the Department of State Services, money laundering, proceeds of crime, fisheries research, and human rights.

Two committee reports were also scheduled for presentation: one on a Joint Doctrine and Warfare Centre for the military, and another on a Strategic Intelligence Management Institute.

A motion called for a 90-day extension of an ad-hoc committee investigating debts owed to the federal government. A second motion raised concerns about electricity host communities receiving no reliable power despite generating electricity for the national grid.
