Nigerian Senate Order Paper 13 October 2026: Key Bills

The Nigerian Senate sat on Tuesday, 13th October 2026, with a packed agenda covering six new bills introduced for first reading, three bills considered for second reading, and two House bills brought forward for concurrence. The session touched on areas ranging from artificial intelligence regulation and electric vehicles to suicide prevention and a full overhaul of NAFDAC's legal framework, matters that affect millions of Nigerians daily.

On Tuesday, 13th October 2026, the Nigerian Senate had seventeen items of legislative business on its order paper across four main categories.

Six bills received their first reading, meaning they were formally introduced. These covered electric vehicle adoption (SB. 1072), postgraduate medical college reforms (SB. 1068), a national research development fund (SB. 1069), federal polytechnic act changes (SB. 1065), a new council for medical imaging practitioners (SB. 1070), and a bill to regulate artificial intelligence (SB. 1071).

Three bills were listed for second reading, a stage where senators debate the general principles of a bill. These were a bill to establish a federal university of education in Kano (SB. 663), a bill to repeal and replace the existing NAFDAC Act with a strengthened regulatory framework (SB. 940), and a bill to decriminalise attempted suicide and provide rehabilitation support for survivors (SB. 730).

A notable motion was also listed. The Senate Leader sought to rescind and recommit Sections 7 and 8 of the National Assembly Service Pension Board Amendment Bill after the Legal Services Directorate flagged fundamental issues requiring fresh legislative action.

Two House of Representatives bills were also listed for Senate concurrence: a Federal University of Education Zaria bill and a National Research Institute for Chemical Technology bill. The Public Accounts Committee was also scheduled to hold a public hearing from 13th to 15th October.
