Nigerian House of Reps Order Paper: Key Bills July 21 2026

The House of Representatives sat on July 21, 2026, with a wide range of legislative business on the table.

Nine new bills were introduced for First Reading, meaning they were formally presented to the House for the first time. These included a bill to establish a National Rice Development Council of Nigeria, a Real Estate Regulatory Agency, a National Energy, Oil and Gas Research Institute in Nasarawa State, and a National Systems Resilience Bill. Also introduced were amendments to the Fiscal Responsibility Act and the Banks and Other Financial Institutions Act.

Six bills reached Third Reading — the final legislative stage before a bill is passed. These covered establishing a Federal University in Wukari, amending the West African Gas Pipeline Act, incorporating risk management in government bodies, and adding Anambra State as an oil-producing state under the Niger-Delta Development Commission Act.

Committee reports presented included a Constitution Review Committee report on a bill to establish State Police Services, referred just one week earlier on July 14. The Committee on Police Affairs also presented reports covering a combined total of over ₦404 billion in Nigeria Police Trust Fund expenditure across the 2025 and 2026 financial years. Three separate Financial Crime Committee reports addressed money laundering, proceeds of crime, and the creation of an EFCC training institute.
