House of Reps Order Paper 23 December 2025: Budget Bills
On Tuesday, 23 December 2025, the Nigerian House of Representatives gathered to consider two massive appropriation bills — one to finalise spending for 2025 and another to authorise funds running into early 2026. On 23 December 2025, the House of Representatives sat for Order Paper No. 75, with two major appropriation reports and one electoral reform bill on the agenda.
The Committee on Appropriations, led by Hon. Abubakar Kabir Abubakar, presented a report on a bill to authorise ₦43.56 trillion from the Consolidated Revenue Fund for the year ending 31 December 2025. Of that amount, ₦1.74 trillion is earmarked for statutory transfers, ₦8.27 trillion for debt service, ₦11.27 trillion for recurrent (non-debt) expenditure, and ₦22.28 trillion for capital expenditure and development.
A second appropriations report covered a proposed ₦48.32 trillion spending authorisation for the period ending 31 March 2026, with ₦14.32 trillion allocated to debt service, ₦13.59 trillion for recurrent expenditure, and ₦16.77 trillion for capital development.
The House also scheduled the consideration of the 2025 appropriation bill in a Committee of Supply session, led by House Leader Hon. Julius Ihonvbere.
On the legislative side, a bill to amend the Electoral Act 2022 — dealing with how federal, state, and FCT Area Council elections are conducted — was listed for its third and final reading (HB.2479), sponsored by Hon. Julius Ihonvbere.
